It was in September 1906 that the predecessor of the IAG, the 'Internationale Erdmessung', th organized the 15 General Assembly at the Hungarian Academy of Sciences in Budapest. It was 95 years later, in September 2001, that the IAG returned to this beautiful city to hold its Scientific Assembly, IAG 2001, in the historical premises of the Academy. The meeting took place from September 2-7, 2001 and continued the tradition of Scientific Assemblies, started in Tokyo (1982) and continued in Edinburgh (1989), Beijing (1993) and Rio de Janeiro (1997). Held every four years at the midpoint between General Assemblies of the IAG, they focus on giving an integrated view of geodesy to a broad spectrum of researchers and practitioners in geodesy and geophysics. The convenient location of the main building of the Hungarian Academy in downtown Budapest and the superb efforts of the Local Organizing Committee contributed in a major way to the excellent atmosphere of the meeting. As at previous meetings, the scientific part of the program was organized as a series of symposia which, as a whole, gave a broad overview of actual geodetic research activities. To emphasize an integrated view of geodesy, the symposia did not follow the pattern of the IAG Sections, but focussed on current research topics to which several IAG Sections could contribute. Each symposium had 5 sessions with presented papers and poster sessions on two consecutive days.

The Global Geodetic Observing System (GGOS) has been established by the Int- national Association of Geodesy (IAG) in order to integrate the three fundamental areas of geodesy, so as to monitor geodetic parameters and their temporal varia- ?9 tions, in a global reference frame with a target relative accuracy of 10 or b- ter. These areas, often called ‘pillars’, deal with the determination and evolution of (a) the Earth’s geometry (topography, bathymetry, ice surface, sea level), (b) the Earth’s rotation and orientation (polar motion, rotation rate, nutation, etc. ), and (c) the Earth’s gravity eld (gravity, geoid). Therefore, Earth Observation on a global scale is at the heart of GGOS’s activities, which contributes to Global Change - search through the monitoring, as well as the modeling, of dynamic Earth processes such as, for example, mass and angular momentum exchanges, mass transport and ocean circulation, and changes in sea, land and ice surfaces. To achieve such an - bitious goal, GGOS relies on an integrated network of current and future terrestrial, airborne and satellite systems and technologies. These include: various positioning, navigation, remote sensing and dedicated gravity and altimetry satellite missions; global ground networks of VLBI, SLR, DORIS, GNSS and absolute and relative gravity stations; and airborne gravity, mapping and remote sensing systems.

The purpose of the book is to provide a rigorous treatment of spectral analysis using Fourier-based techniques in the geosciences, specifically geodesy and geophysics that deal with global and regional spatial data. The basic motivation is to get students to think about spatial data in the corresponding spectral domain. As such, the book emphasizes spatial-frequency analysis for data on the plane and sphere. Most books in spectral analysis develop the topic for time signals and are oriented to electrical and communications engineering. There are very few books for the spatial domain, which develop methods in two dimensions on the plane or the sphere for geodetic and geophysical applications. In the modern era of satellite remote sensing, these techniques are particularly important, as space-borne sensors generate global data (gravity, magnetics, topography, sea level, etc.). The proposed book includes applications to stochastic processes on the plane and sphere, which are important for many estimation problems that are based on some kind of stochastic constraints in inverse theory. There is a final chapter that briefly outlines wavelet analysis. Although a bit outside the scope, it is included to illustrate the contrast to traditional spectral analysis, going more toward a time-frequency analysis. For example, some applications such as wavelet-denoising, as opposed to low-pass filtering, are considered important supplements to the usual spectral methods. This book does not compete with the plethora of recent books on Spatial Data Analysis, which typically do not develop methods in the spectral domain. There are a few books on spectral methods in geophysics (none in geodesy) with which this book might compete. However, those books tend to emphasize specific applications, such as seismology or meteorology, rather than more general spatial signals on the plane and sphere. What this proposed book offers is more fundamental in this respect, and thus offers unique perspective for students in the geosciences.

This volume gathers the proceedings of the IX Hotine-Marussi Symposium on Mathematical Geodesy, which was held from 18 to 22 June 2018 at the Faculty of Civil and Industrial Engineering, Sapienza University of Rome, Italy. Since 2006, the Hotine-Marussi Symposia series has been produced under the auspices of the Inter-Commission Committee on Theory (ICCT) within the International Association of Geodesy (IAG). The ICCT has organized the last four Hotine-Marussi Symposia, held in Wuhan (2006) and Rome (2009, 2013 and 2018). The overall goal of the ICCT and Hotine-Marussi Symposia has always been to advance geodetic theory, as reflected in the 25 peer-reviewed research articles presented here. The IX Hotine-Marussi Symposium was divided into 10 topical sessions covering all aspects of geodetic theory including reference frames, gravity field modelling, adjustment theory, atmosphere, time series analysis and advanced numerical methods. In total 118 participants attended the Symposium and delivered 82 oral and 37 poster presentations. During a special session at the Accademia Nazionale deiLincei, the oldest scientific academy in the world, six invited speakers discussed interactions of geodesy with oceanography, glaciology, atmospheric research, mathematics, Earth science and seismology.

These proceedings contain 23 papers, which are the peer-reviewed versions of presentations made at the Joint Scientific Assembly of the International Association of Geodesy (IAG) and the International Association of Seismology and Physics of the Earth’s Interior (IASPEI). The assembly was held from 30 July to 4 August 2017 in Kobe, Japan. The scientific assembly included seven symposia organized by IAG, and nine joint symposia, along with additional symposia organized by IASPEI. The IAG symposia were structured according to the four IAG Commissions and the three GGOS Focus Areas, and included reference frames, static and time-variable gravity field, Earth rotation and geodynamics, multi-signal positioning, geodetic remote sensing, and GGOS. The joint symposia included monitoring of the cryosphere, studies of earthquakes, earthquake source processes, and other types of fault slip, geohazard warning systems, deformation of the lithosphere, and seafloor geodesy. The theme "Geodesy for Planet Earth" was selected to follow the International Year of Planet Earth 2007-2009 goals of utilizing the knowledge of the world’s geoscientists to improve society for current and future generations. Surveying a Century Ago As it was based on the principles of geometry and trigonometry, surveying may be may be looked upon as a branch of practical mathematics. Hence, it was necessary that land surveyors and hydrographers should have a fair general knowledge, not only of these subjects, but also of all the subjects comprised by the term mathemat ics. In addition, the knowledge of mathematics required in ordinary chain surveying and levelling was not very extensive but in geodetical work, the highest mathematical ability and great organising power were required for a proper conception and supervision of the operations (Threlfall, 1940). Only small area of a few hundred square kilometres can be accurately mapped and surveyed without a frame work, since no difficulty is encountered because of Earth-curvature. In the past, especially in hydrography due to the type of work, surveying was carried out on the principles of ordinary practice, but in a very rough man ner, rapidity of execution being of paramount importance, the permissible error was sometimes large. The relative positions of the main surface features were obtained by aid of portable instruments, such as sextants and lead lines, tide poles, and logships. Sketching, just like military surveying was often filling in the smaller detail. In contrary, survey works done by the national mapping agencies (NMAs) were of a higher-level, and comprised the delimitation of boundaries as well as topographical surveys.
