This book examines India’s nuclear program, and it shows how secrecy inhibits learning in states and corrodes the capacity of decision-makers to generate optimal policy choices. Focusing on clandestine Indian nuclear proliferation during 1980–2010, the book argues that efficient decision-making is dependent on strongly established knowledge actors, high information turnover and the capacity of leaders to effectively monitor their agents. When secrecy concerns prevent states from institutionalizing these processes, leaders tend to rely more on heuristics and less on rational thought processes in choices involving matters of great political uncertainty and technical complexity. Conversely, decision-making improves as secrecy declines and policy choices become subject to higher levels of scrutiny and contestation. The arguments in this book draw on compelling evidence gathered from interviews conducted by the author, with interviewees including individuals who were involved in nuclear planning in India from 1980 to 2010, such as former cabinet and defence secretaries, the principal secretary to the prime minister, national security advisors, secretaries to the department of atomic energy, military chiefs of staff and their principal staff officers, and commanders of India’s strategic (nuclear) forces. This book will be of much interest to students of nuclear proliferation, Asian politics, strategic studies and International Relations.

A History of the Manila Pact and the Southeast Asia Treaty Organisation (SEATO) from its establishment in 1954 until its dissolution in 1977. The Southeast Asia Treaty Organization (SEATO) has received meagre scholarly attention in comparison to other key events and global developments during the duration of the Cold War, due to its perceived failure early in its existence. However, there has been a renewed interest in the academic study of the organization. Some scholars have argued that SEATO was not an outright failure. New literatures have also shed in detail the workings of SEATO, such as operational-level contingency plans and counter-insurgency plans. This book aims to reconstruct a comprehensive life cycle of SEATO using declassified archival documents which were unavailable to scholars studying the organization from the 1950s through the 1980s and provide a nuanced assessment of it. In addition, in recent years, there is also an emerging interest in the possibility of a multilateral military alliance in Asia, for instance the Quadrilateral Security Dialogue morphing into an "Asian NATO". This book analyses the aid, politics and the war of narratives between the US and Pakistan under the Kerry Lugar Berman Act (2009–2013), using the security-development nexus as a framing discourse and taking a decolonial approach to the subject. The book explores the politics of US foreign aid to Pakistan, with regard to the issues of ‘sovereignty’ and ‘agency’, to analyse the notions of aid, power and narratives in the asymmetrical US-Pakistan relations. Based on primary interviews and extensive data analysis of US foreign aid datasets, the book specifically argues that foreign aid is based under the hubris of the security-development nexus, which encourages a dialectical power struggle between the US and Pakistan, and between the civil and military actors inside Pakistan, which use the indivisibility of security and development to advance their strategic interests over each other.
