The present book intends to assess the performance of Pressurized Irrigation Network System (PINS), the effectiveness of institutional arrangements for management of PINS projects and the bottlenecks for their smooth functioning in India. Since Gujarat, Rajasthan, Maharashtra and Telangana are the leading states of the country promoting PINS and MIS, the study was planned as an all India coordinated study covering these four states. The WUAs in the study areas of the selected states were interviewed to capture the dynamics of community based irrigation management. Under different command areas, the study analysed system performance of PINS with MIS such as drip and sprinklers in terms of their functioning, costs and benefits, adoptability. The study finds beneficial impact of PINS investment on cropped area, irrigation area, farm production as well as water and energy savings. The book will be very useful for those who are interested in policies and governance issues related to irrigation water management in the country and the selected states in particular.

The irrigation water is considered as the essential input for crop production. Over exploitation of natural water resources has caused a menace for the future human generations. The depletion of underground water table in high productivity areas and under utilization of the water resources in rain fed areas of the country, poor irrigation efficiency and high seepage losses from conveyance system, poor land development and mismanagement of the irrigation water resources has acquired alarming proportions. As the share of water for agriculture in future is going to reduce, there will be tremendous pressure to produce more per drop of water in order to meet the food and other requirements of burgeoning population of the country. The existing irrigation water resources are not utilized judiciously and their mismanagement has lead to problems like low production efficiency, salinization, water logging and degradation of land. Therefore, a comprehensive knowledge of available soil moisture and its constants, scheduling and quality of irrigation water and proper drainage techniques is crucial. The African Water Resource Database (AWRD) is a set of data and custom-designed tools, combined in a geographic information system (GIS) analytical framework aimed at facilitating responsible inland aquatic resource management with a specific focus on inland fisheries and aquaculture. It thus provides an instrument to promote food security. The AWRD data archive includes an extensive collection of datasets covering the African continent, including: surface waterbodies, watersheds, aquatic species, rivers, political boundaries, population density, soils, satellite imagery and many other physiographic and climatological data. To display and analyze the archival data, it also contains a large assortment of new custom applications and tools programed to run under version 3 of the ArcView GIS software environment (ArcView 3.x). The AWRD publication is organized in two parts. The first part describes the AWRD and is divided into two main sections. The first presents a general overview and is addressed to administrators and managers while the second is written for professionals in technical fields. The second part is a "how to" supplement and includes a technical manual for spatial analysts and a workbook for university students and teachers. The primary AWRD interface, tool-sets and data integral to the function of the AWRD are distributed in two DVD's accompanying part 2 of this publication
