Excerpt from The Dublin Review, Vol. 13: January April, 1885 The appearance on the scene of the latter Power, hitherto an indifferent spectator, introduces a new element into the question which promises to be a considerable factor in its solution. It is only within a very recent time that the idea of utilizing the large yearly emigration from Germany as a means of national aggrandizement has presented itself to the minds of her states men, but it has been adopted with an ardour proportionate to its novelty. The colonial policy of our Teutonic cousins was inaugurated on a somewhat modest scale by the now famous settlement of Angra Pequena, whose history is not irrelevant here as it has had no small effect in irritating the mind of the present arbiter of Europe against England, and it is said to have been not without its contre-cowp even in Egypt.
