Around 1900, city planners and municipal administrators—despite the military's and the monarchy's limiting of their power—emphasized free markets, individualism, the rule of law, and trade. By 1933, however, city planners and municipal administrators emphasized an integrative, corporate and productivist vision. By engaging extensive archival and published sources discussing city planning, municipal administration, architecture, political economy, and jurisprudence, my work argues that a transformation occurred in that discourse between 1900 and 1933, from a liberal to a "corporatist" framework, a shift that can be related to larger changes in the nature of capitalist modernity during this period. In developing this approach, my study seeks to recast the historiography of German and international urbanization, German liberalism and statism, and modernist architecture and city planning.
